Certification Renewals
Section 1.2—CHANGES TO CURRENT CERTIFICATION
Section 1.2.1—Request for Addition or Change of Measurement Device
Before using a new device, a certified person needs to send to the Department the following items and receive the Department's written approval prior to using the new device:
- For a primary device (a device read or analyzed by the certified person)
- Primary radon testers shall submit the $100 Primary Testing Device fee for each TYPE of device they place/retrieve read and analyze. The two types of primary devices are electrets and continuous monitors. (The $100 Fee for electrets covers short term and/or long term and any number of electrets. The $100 Fee for continuous monitors covers any and all manufactures models (Sun Nuclear, Pylon, Femto Tech, etc.) and any number of continuous monitors.)
- Written request to change or add a device to current certification
- Appropriate Quality Assurance (QA) for the device to be added (See Section 5)
- Proof of appropriate device proficiency (See Section 1.1.9)
- Serial numbers of continuous radon monitors (CR) and continuous working level monitors (CW) (if applicable)
Remember, all primary testers must submit the required 45-day reporting to DEP (See Section 3.1)
- For a secondary device (a device placed and retrieved but not read by the certified testing person)
- Written request to change or add a device to current certification
- Appropriate Quality Assurance (QA) for the device to be added (See Section 5)
- Serial numbers of CR and CW (if applicable)
- Name of certified laboratory analyzing the new device
If a certified firm loses the certified individual who was in responsible charge of any of the firm's radon activities, or if the certified individual's certification expires, the firm's certification for that activity automatically lapses and is void.
Within 5 days of termination of employment of the certified individual, the firm shall notify the Department of the termination in writing.
If the firm employs another certified individual to be in responsible charge of any of its radon activities, it needs to submit to the Department for approval an Acknowledgment Form ( signed by the certified individual. Upon written approval by the Department, the firm's certification will be reinstated. Sec Section 2.5.1, 2.5.2 or 2.5.3 for Acknowledgment forms.
Section 1.2.3—Changed Conditions of Individual Certification Due to Individual Leaving a Certified Firm
If the individual was certified solely on the basis of his/her own qulifications, e.g., with his/her own qulity assurance plan, health and safety plan, RPP device proficiency, etc., the individual's certification remains valid after the individual leaves a firm.
If the certified individual in responsible charge of one of a firm's radon activities leaves the firm, and the individual's certification had benn based on any of the firm's qualifications, (e.g., QA plan, health and safety plan, and/or device proficiency) then the conditions of the individual's certification have changed. In order for his/her certification to remain vaild, the individual must satisfy the conditions of one of the choices below and receive written confirmation from the Department that the requirements for certification have been met.
- If another certified firm employs the individual to be in responsible charge of its radon activities,
* The firm must submit a signed Acknowledgment Form that demonstrates that the individual is in responsible charge of the firm's radon-related activites. As an employee of the firm, the certified individual may use only those devices the firm is certified for
- If another certified firm employs the individual as a certified individual who is NOT in responsible charge of the firm's radon activities,
* The firm advises the Department in writing that it has employed the individual.
- If the certified individual intends to perform radon-related services as an individual not employed by a firm,
* The individual performing radon testing shall submit all of the following:
- Documentation of QA/QC program
- Documentation of health and safety program
- Documentation of continuing education program
- Copies of all documents and notices to be provided to clients (including Notice to Clients required by 25 Pa. Code §240.302)
- Proof of appropriate RPP device proficiency
* The individual performing radon laboratory analysis shall submit all of the following:
- Documentation of QA/QC program
- Documentation of continuing education program
- Copies of all documents and notices to be provided to clients (including Notice to Clients required by 25 Pa. Code §240.302)
- Proof of appropriate RPP device proficiency
* The individual performing radon mitigation shall submit all of the following:
- Documentation of health and safety program
- Documentation of continuing education program
- Copies of all documents and notices to be provided to clients (including Notice to Clients required by 25 Pa. Code §240.302)
Section 1.2.4—Expiration of Certification
If a person's certification expires and an application for renewal of certification has not been approved, a letter is sent advising the person that certification has expired and that all radon activities previously performed under this certification must cease.
Section 1.2.5—Withdrawal of Certification
A certified person may withdraw their current certification at any time by informing the Department in writing. Once a certification is withdrawn it will not be re-installed.
Section 1.2.6—Adding Firm Employees
Section 1.2.6.1—Adding Testing and/or Mitigation Firm Employees
All employees of certified testing firms who place and retrieve radon detectors and all employees of certified mitigation firms shall meet the criteria below prior to commencing radon testing and/or mitigation services in the Commonwealth of Pennsylvania:
- Submit a letter from the firm to the Department requresting the person(s) be approved as non-certified testing and/or mitigation employee(s) of the firm.
- All mitigation employees are free. The first testing employee is free. Each additional testing employee is $100.
- For each testing employee, submit proof of passing a Department-approved radon measurement exam.
- Please submit photos as a TIF or JPEG file via email to RA-EPRadon@state.pa.us. (If necessary, mail two (2) 1" wide by 1¼" high pictures for required ID card.)
- Each employee must meet the U.S. Internal Revenue Service (IRS) definition of employee.
- Obtain written approval and ID card from the Department prior to commencing radon testing and/or mitigation activities.
When the certification of an individual in responsible charge of a firm's radon-related activities expires, the firm's certification automatically lapses.
Section 1.2.6.2—Adding Laboratory Firm Employees
Submit the full name of each new employee.
Section 1.2.7—Adding Firm Certification
- Complete and submit the General Section 2.5 including the required fee.
- Submit the name of any employeess who will be performing radon related activities and the requirements as listed in Section 1.2.6.1 (above) for testing/mitigation firm employees and/or Section 1.2.6.2 (above) for laboratory firm employees.
- Complete and submit the appropriate Certified Individual Acknowledgement Form
Section 1.2.8—Notification of Changes to Application
Notification of changes is a continuing requirement of certification. All applicants and certified individuals and firms must notify the Department whenever a change that affects information in the original application occurs, such as:
- loss/change of certified individual
- change in firm name
- change in mailing or business location addresses
- change in telephone or FAX number
- additions and/or deletions of devices
- adding and/or deleting firm employees
- change in other information relevant to the certification
- withdrawal of the certification
- change to Quality Assurance Plan
All notification of changes must be made in writing and must include all applicable certification number(s). These changes may be sent by regular mail, fax, or e-mail (See Section 1.1.3 for information on how to contact us). Failure to notify the Department of these changes may result in suspension of individual and/or firm certification.
