Data Validation Clarification Document (DRAFT) - Continuous Source Monitoring Manual Revision No. 8 (Manual) - March 7, 2012
The Continuous Source Monitoring Manual Revision No. 8 (Manual) - Data Validation Clarification Document has been developed in order to clarify the Pennsylvania Department of Environmental Protection’s data reduction criteria pertaining to hourly averages, contained on page 64 (4.a. and 4.b) of the Manual.
This document is designed to assist facility owners and operators in programming their data acquisition and handling systems (DAHS) and ensuring that hourly averages are coded/calculated properly. The document is in draft form and is meant to be a living document. You can view the Previous version with changes since May 4, 2011.
Compliance Assurance Policy Revision
The Compliance Assurance Policy for Continuous Emission Monitoring Systems (CEMS) on Combustion Units (DEP ID Number 273-4000-005) was published in the Pennsylvania Bulletin on April 18, 2009. This policy establishes uniform criteria for assessing monetary penalties for exceedances of emission standards reported from Continuous Emission Monitoring Systems, as well as data availability and timeliness requirements for report submittal. This policy will be effective April 18, 2009 and will be applied to Continuous Source Monitoring System Quarterly Reports beginning with the second quarter 2009.
CEM Manual Revision No. 8 Implementation
"Applicability Determination and Implementation Procedures for Continuous Source Monitoring Manual Revision No. 8" Document (DEP ID: 274-0300-005).
The final version of the document was posted in the PA Bulletin on January 10, 2009. The owners/operators of applicable facilities may implement Revision No. 8 of the Manual as soon as January 1, 2009 and will be required to do so starting July 1, 2009 (exceptions are available).

Important Notice Pertaining to Accreditation
The Environmental
Laboratory Accreditation Act (Act 25 of 2002) requires that
all environmental laboratories register with the Pennsylvania Department
of Environmental Protection within six months of the effective date
of the Act, April 2, 2002, on a registration form prepared by the
department. An environment laboratory is defined in the Act as a
facility engaged in the testing or analysis of environmental samples
as required by an environmental statute administered by the department. |
