Recycling Measurement Homepage
To compare state and local recycling rates, the U.S. Environmental Protection Agency and the Council of State Governments developed a standard method to measure recycling. The Pennsylvania Department of Environmental Protection (DEP) has adopted this method of measurement.
These references describe what materials to count as MSW and recycling, how to measure generation, and how to avoid common reporting problems.
