Getting Started
A municipality must first find a site that can
handle the quantity of yard waste produced each year. On average, yard waste
makes up approximately 18 percent by weight of our waste stream. Local conditions
may affect yard waste quantities.
Site Selection Criteria
Size: No more than 3,000 cubic yards of leaves may be processed
per acre of land.
Slope: Sites must have a slope of at least one percent, but not
more than five percent.
Hydrology: Sites must not be located in wetlands or within one-quarter
-mile upgradient or 300 feet downgradient of any public or private water
source.
Buffer zone: At least 50 feet must be left around the perimeter
of the site to prevent nuisances to neighbors. A buffer zone of at least
300 feet is required if sites are near residential areas.
Erosion controls: Surface water should be diverted around the
composting site to prevent erosion and sedimentation.
Accessisbility: The site should be centrally located, with access
roads that can accommodate the weight and flow of delivery and transport
vehicles.
