Mining Permits and NPDES

Almost all mining permits need a separate, but associated, NPDES permit. For a large coal or noncoal permit, the NPDES permit is issued as part of the mining permit. For those permits that only have stormwater runoff potential, there is a new proposed General Permit. For any sites located in a Special Protection Watershed, the general permit cannot apply, and an individual NPDES permit is needed because of the extra requirements related to maintaining the stream water quality.
