Enhanced
Coagulation Calculator, version 1.1, Microsoft Excel file (revised July 2003)
This spreadsheet assists water system operators in
understanding and implementing the "Enhanced
Coagulation" requirements under the Disinfectants/Disinfection
Byproducts Rule. It calculates removal of total organic carbon
(TOC) and tracks the alternative compliance criteria for each
month and for the year based on a running annual average
calculated quarterly. The TOC treatment technique applies to
plants using surface water or groundwater under the direct
influence of surface water that practice conventional
filtration treatment or softening. Large surface water systems
serving at least 10,000 people must start monitoring in
January 2002 and all other affected water systems must start
in January 2004. Please note that this spreadsheet is not a
substitute for the reporting forms that are required for TOC
nor is it a substitute for the Department's automated
compliance program. Prior to using the program it is
recommended that you download and save the program to your
computer and read the instructions completely.

This manual is intended to serve as a job aid for water supply
operators so they may better understand Pennsylvania's
Disinfectants/Disinfection Byproducts Rule. After reviewing this manual, water
suppliers will be able to understand the DBP Rule’s
compliance dates for water systems with various population
sizes and source water types; find out where to access
information on sample locations, monitoring frequencies,
compliance calculations, and reporting frequencies for various
population sizes and types of water systems; determine the requirements
to qualify for and remain on a reduced monitoring program;
find out about the treatment technique requirements for total
organic carbon; and be able to describe the basic monitoring
plan requirements.

amendment to Chapter 109 Safe Drinking Water Regulations.
The amendments establish maximum residual disinfectant
levels (MRDLs) and monitoring requirements for free
chlorine, combined chlorine and chlorine dioxide. Maximum
contaminant levels (MCLs) and monitoring requirements are
established for five haloacetic acids, chlorite and bromate.
The MCL for total trihalomethanes are being lowered. The
proposed amendments also establish prefiltration treatment
techniques for public water systems that use conventional
filtration to reduce source water total organic carbon
(TOC), which serves as a precursor to disinfection
byproducts.
