The Technical Advisory Committee on Diesel-Powered Equipment (TAC) held a regular meeting on July 16 in the Deep Mine Safety Training Room at the Fayette County Health Center in Uniontown. The meeting began at 10:00 a.m.

Minutes of the April 16 meeting were distributed and reviewed. There were no changes to the minutes, and Gene Davis and Bob DuBreucq approved them as submitted.

Old Business:
Status of Proposed Amendments to Article II-A: Bob DuBreucq stated that the proposed amendments should be brought up after summer recess.

Interpretation of Section 203-A(b)(2): Gene Davis read the TAC’s June 12 letter regarding the implementation of Sections 203-A(b)(2) and 218-A(13). The Bureau, by a letter to industry dated June 25, approved the TAC’s recommendations.

New Business:
Frontier-Kemper Alternate Test: Gene Davis read a letter dated June 26 from Frontier-Kemper Constructors, Inc. in Evansville, IN, requesting that the TAC verify an alternate emissions test relative to Sections 217-A and 218-A of Act 182 for two Wagner Model ST-5A non-permissible scoops. Gene Davis verified the alternate test on the same date as the request. He explained that he verified the engine could not be run for the required 5-minute test due to overheating of the engine and or transmission. He also verified that the requested alternate test would produce a repeatable loaded condition as required by Section 218-A.

General Specification Sheet: Gene Davis asked Bill Bookshar to add ‘Maximum Intake Restriction’ on the specification sheet for diesel-powered equipment.

ECOM Calibration Gas: The TAC would like the Bureau to look into purchasing calibration gas for their 4-gas ECOM exhaust gas analyzer. Past tests have shown inconsistencies between different analyzers. Bill Bookshar will research this request.

PA Mine Foreman Examination: The TAC requested that some diesel questions be included in future mine foreman examinations. Richard Stickler assigned Joe Sbaffoni to follow up with the Mine Examining Board to see that questions are added for each future test.

MDEC Conference: The TAC would like to attend the Mining Diesel Emissions Conference (MDEC) again this year in Ontario, Canada. They will submit a written request to the Bureau.

Pre-Operational Inspection: Bob Bohach is planning to submit a procedure addressing mine-specific pre-operational checks at the Cumberland Mine.

The next meeting is scheduled for October 22 at 10 a.m. in the Fayette County Health Center in Uniontown.
