Technical Advisory Committee on Diesel-Powered Equipment (TAC) held a regular
meeting on January 15, 2002 at the Fayette County Health Center in Uniontown.
The meeting began at 10:05 a.m.

Minutes
of the November 29, 2001 meeting were distributed and reviewed. There were no changes to the minutes, and Gene
Davis and Bob DuBreucq approved them as submitted.
Old
Business:
Status of Proposed Amendments to Article II-A -
Bob DuBreucq relayed the following information from George Ellis, President
of the Pennsylvania Coal Association. The
diesel law amendments are scheduled for the legislation session starting on
January 22, 2002 and George believes this diesel legislation will be introduced
the week of January 28, 2002. A clarifying
statement suggested by DEP Attorney Marc Roda at the last TAC meeting showing
TAC’s authority in accordance with Section 224-A of Article II-A was added
to the amendments.
Diesel Training – The group discussed plans to hold a one-day
diesel seminar for mine operators, primary equipment operators, and inspectors.
It was agreed that the seminar would
be held at the DEP Cambria Field Office on April 16, 2002. Mike Peelish will work with Brookville Mining
Equipment Corporation to make arrangements for an actual piece of diesel equipment
to be tested during the seminar. Other topics of the training will include diesel emissions, diesel
law and amendments, training requirements and BDMS approval, and elements
of an effective diesel maintenance program.
Interpretation
of Section 203-A(b)(2):
The TAC had nothing to report at this time.
This agenda item will be discussed at the next
TAC meeting immediately following the April 16 diesel seminar.
New
Business:
General Specifications of Diesel-Powered Equipment Package: William
Bookshar distributed the revised General Specifications of the Diesel-Powered
Equipment Package and comments were given.
The
next meeting is scheduled for April 16, 2002. The
TAC agreed that the meeting would be held at the DEP Field Office in Ebensburg
at 3:00 p.m. following the diesel seminar.
With
no further business to discuss, the meeting adjourned at 11:45 a.m.
