The Technical Advisory Committee on Diesel-Powered Equipment (TAC) held a regular meeting on October 22 in the Deep Mine Safety Training Room at the Fayette County Health Center in Uniontown. The meeting began at 10 a.m.

Minutes of the July 16 meeting were distributed and reviewed. There were no changes to the minutes, and Gene Davis and Bob DuBreucq approved them as submitted.

 

Old Business:

Alternate Test Procedure of Wagner ST-5: Gene Davis read the TAC’s October 15 letter regarding the Alternate Emission Test Procedure for a Wagner Scoop equipped with an MSHA-approved 3306 Caterpillar Engine at the Bailey Mine. Gene believes that the water-cooled catalyst doesn’t retain enough heat to operate properly. After testing, the TAC and Frontier Kemper Company developed an alternate test procedure. The TAC recommends approval of this alternative procedure for Wagner scoops fitted with a 3306 Caterpillar engine and DST after-treatment system.

 

Status of Proposed Amendments to Article II-A: Bob DuBreucq reported that, even though there is no opposition to the proposed amendments, no legislation has been passed as of this date.

 

TAC’s request to BDMS on assistance in obtaining MSHA Emission Test Results: The Bureau sent a letter to MSHA on September 20 requesting approval curve emission numbers (CO and CO2) for all MSHA-approved diesel engines. As of the date of this meeting, the Bureau has not formally received any information from MSHA on this request.

 

ECOM Calibration Gas: The Bureau is not qualified to calibrate the 4-gas ECOM exhaust gas analyzer. The TAC requested that Mining Engineer Tom McKnight get qualified to calibrate the unit. Bill Bookshar will look into this and find out what it will take to get Tom qualified.

 

New Business:

Amended Pre-Operational Inspection: RAG submitted a request to TAC on October 8 for approval of an amended diesel pre-operation inspection at RAG Cumberland. A few minor changes were recommended to the amended checklist. The TAC will write a letter of recommendation to the Bureau to approve this request under Section 224(h) as site specific for RAG Cumberland Mine only.

 

Future Meeting Dates: Meeting dates for 2003 were determined and are as follows:  

January 21, 2003
April 15, 2003
July 15, 2003
October 21, 2003

 

All meeting will be held in the Fayette County Health Center in Uniontown beginning at 10 a.m.

 

With no further business to discuss, the meeting adjourned at 10:50 a.m.
