Technical Advisory Committee on Diesel-Powered Equipment

The Technical Advisory Committee on Diesel-Powered Equipment (TAC) held a special meeting on August 22 in Uniontown to review the submittal by Cyprus-Amax Corporation to approve a Caterpillar 3306 PCNA ISO engine with a Dry System Technology (DST) emission control system.

The TAC was asked to use the emission testing results on the 3306 PCNA mathematical engine and calculations on the filter efficiency to determine the diesel particulate emission to be below .12 mg/m3.

The materials, which were faxed to the TAC on August 21, were discussed by the TAC members. They wanted the manufacturer of the filter materials to verify the efficiency of the filter materials. The documents supplied on August 21 were from Paas Technologies, not the manufacturer, Fleetguard.

Mr. Gene Davis also inquired about the possible blow-by of particulate. Does the DST (M-30) system blow-by point exceed the engine’s back pressure relief settings? Mr. Davis indicated that he would be meeting with Dr. Gautam of West Virginia University on August 26 to seek verification of the data provided on the filtering system efficiency. Dr. Gautam had done the original tests on the DST system.

Mr. Robert DuBreucq indicated that the materials supplied by Cyprus appears to contain the right data, however, the TAC needs verification from independent sources other than the equipment suppliers.

Mr. DuBreucq related that the TAC is a separate entity than the Department of Environmental Protection. The TAC’s functions are different than that of the state’s enforcement responsibilities. The TAC should and will keep things separate from the applications submitted to DEP.

The TAC members summarized what they’ll need to make a determination on the Cyprus-Amax request.

  1. Verification from Fleetguard on filter efficiency.
  2. Back pressure setting of Caterpillar 3306 PCNA and blow-by point of M-30 filter.
  3. Appendix 6, 7, and 8 of the Cyprus application with documentation from outside parties of the validity of the data.
  4. Final calculation sheets which outline engine type, MSHA gaseous emissions rate of 15,500 cfm, M-30 filter efficiency rate, exhaust gas volume, and calculated diesel particulate matter rate.

The TAC requested this information by September 15 so they could review the materials prior to the next meeting which is scheduled for September 22 at 12 noon in Uniontown.
