562-2100-001 Blasting Activity Permits and Permits-by-rule

 

GUIDANCE IMPLEMENTS LAWS OR REGULATIONS MORE STRINGENT THAN FEDERAL REQUIREMENTS
This guidance applies to blasting operations that are not subject to federal regulation.

PRESCRIPTIVE OR TECHNOLOGY SPECIFIC GUIDANCE
This guidance allows for flexibility in it implementation. 25 PA Code 211.124 and 211.125 require permits for all blasting activities and this guidance facilitates the review and issuance of those permits.

AFFECTED REGULATED COMMUNITY
The construction and explosives industries are affected by this guidance. There are approximately 1200 blasting operations each year in Pennsylvania that will require the permits that are the subject of this guidance.

ECONOMIC IMPACT-REGULATED COMMUNITY
This guidance will facilitate the timely and consistent review and issuance of Blasting Activity Permits. The potential benefit to the regulated community is that the time between submittal of an application and receipt of a permit may be minimized.

ECONOMIC IMPACT-DEP
DEP will need to add an additional Blasting and Explosives Inspector due to increased workload to meet the permitting requirements of newly revised 25 PA Code Chapter 211. This guidance will assist in efficient use of that position.

COMPLIANCE ASSISTANCE
The Blasting and Explosives Inspectors and other DEP personnel will assist industry when applying this guidance.

POLLUTION PREVENTION
This guidance will not minimize or reduce pollution.

DEP REVIEWS AND APPROVALS
This guidance should minimize the time necessary for the review of Blasting Activity Permit applications by providing uniform guidelines for the review process and administration.
