562-2402-501 BLASTER’S LICENSE SUSPENSION AND REVOCATION PROCEDURE
GUIDANCE IMPLEMENTS LAWS OR REGULATIONS MORE STRINGENT THAN FEDERAL REQUIREMENTS:
Federal regulations do not address the suspension or revocation of blaster’s licenses.
PRESCRIPTIVE OR TECHNOLOGY SPECIFIC GUIDANCE:
This guidance is not prescriptive or technology specific. This guidance allows for flexibility while providing consistency for the suspension or revocation of blaster’s licenses.
AFFECTED REGULATED COMMUNITY:
All Pennsylvania licensed blasters.
ECONOMIC IMPACT-REGULATED COMMUNITY:
This guidance will facilitate consistent handling of serious blasting violations, including the suspension or revocation of blaster’s licenses. There will be no economic impact unless a blaster’s license is suspended or revoked, changing the blaster’s employment status
ECONOMIC IMPACT-DEP:
The economic impact of this guidance on DEP is insignificant.
COMPLIANCE ASSISTANCE:
The Blasting and Explosives Inspectors and other DEP personnel will assist industry when applying this guidance.
POLLUTION PREVENTION:
This guidance will not minimize or reduce pollution.
DEP REVIEWS AND APPROVALS:
This guidance will provide uniform guidelines for investigating of serious or deliberate violation incidents and determining whether to revoke or suspend blasters’ licenses.

This guidance is a revision to 562-2402-501, Suspension and Revocation of Blaster’s Licenses.
CONTROVERSIAL ASPECTS OF GUIDANCE:
This guidance is not controversial. Both the majority of industry representatives and the public feel serious violations require appropriate regulatory responses. The Department has a history of suspending blaster’s licenses for serious violations.
