Instructions Pertaining to Diesel Powered Equipment Package (DPEP) Applications
Attached you will find one complete set for both the operator (applicant) and the evaluator(s). The first set of draft forms, entitled "Diesel Powered Equipment Package (DPEP) Application" is to be completed by each operator making application for approval of their DPEP. It contains the following:
Part I General Information
This part contains information pertaining to the applicant. Information contained in this part would be recorded in a database designed and maintained by the Bureau of Deep Mine Safety to track subsequent actions and ensure the timeliness of the approval/denial process.
Part II Module One: Diesel Powered Equipment
This part contains information pertaining to the specific equipment to be used. In completing this section the operator will include all supporting documentation such as schematics, drawing, or plans relative to this section. To assist the operators in completing this portion, the various components may be checked off, once they have been included in the application.
Part II Module Two: Ventilation
This part contains information pertaining to the ventilation requirements set forth in the law specific to the equipment to be used. In completing this section the operator will include all supporting documentation and plans relative to this section. To assist the operators in completing this portion, the various components may be checked off, once they have been included in the application.
Part II Module Three: Fuel, Fueling and Fire Suppression
This part contains information pertaining to fuel, fueling and fire suppression requirements set forth in the law specific to the equipment to be used. In completing this section the operator will include all supporting documentation and plans relative to this section. To assist the operators in completing this portion, the various components may be checked off, once they have been included in the application.
Part II Module Four: Training
This part contains information pertaining to training requirements
set forth in the law. In completing this section the operator
will include all supporting documentation and plans relative to
this section. To assist the operators in completing this portion,
the various components may be checked off, once they have been
included in the application.
The second set of draft forms, entitled "Diesel Powered Equipment Package Approval Checklist" are internal forms to be used by the various staff members involved in the technical approval process. These forms are further broken down into the four modules previously named in this document.
In developing these forms, it was the intent of the BDMS to structure both the application, as well as the evaluator checklists, in such a manner as to promote both ease in completing the package application, as well as the timely evaluation of same.
The Diesel Powered Equipment Package approval process will involve review by the equipment approval section, the bituminous engineering section, and the training section. Input will also be received from the district mine and district electrical inspection staff. An administrator (program coordinator) will be responsible to distribute the application modules to the appropriate reviewers and track all actions including correspondence and database management.
In keeping with the Department's Money-Back Guarantee Program, the BDMS will adhere to the following timelines during the approval of each application.
This review is conducted following receipt of the application at the BDMS office. This review consists of an overall evaluation of the DPEP to ensure that the operator has provided information for each of the four modules as well as the completeness of the necessary general information. This does not include a technical evaluation of the information contained in each module, but rather its general inclusion. Following acceptance of the application, the DPEP modules will be distributed to program specific staff for initiation of the First Technical Review.
This review consists of the evaluation and approval of each module by program specific personnel. During this review, it shall be noted what portions of the DPEP module meet with Department approval. Following the review of the entire module, that portion of the DPEP shall be returned to the program coordinator for the following action:
This review, performed again by program specific personnel, consists of a review of all additional information submitted in response to the first review letter, to ensure that each element previously missing or deficient has been addressed. This review will result in one of the following:
During this review, the DPEP, along with the evaluators' checklists
shall be distributed among management personnel for their approval
and signature. Final approval will be issued by the Director,
Bureau of Deep Mine Safety.

Only diesel-powered equipment which has been approved by the Department and which is strictly maintained and operated under the guidelines of Section 201-A can be utilized in underground mines. To make sure diesel equipment conforms to these guidelines, the following checks must be made for a proper safety inspection.
Check that diesel-powered equipment:
Has a mine ventilation plan which includes the following:
Exhaust emissions contain less than 100 ppm carbon monoxide (CO), and when sampled at the equipment operator's position, the following air quality standards are met; carbon monoxide (CO) is less than 35 ppm, nitric oxide (NO) is less than 25 ppm, and nitrogen dioxide (NO2) is less than 2 ppm
Exhaust and manifold temperature are less than 302 degrees Fahrenheit
Diesel fuel is stored properly as follows:
Mobile fuel facilities must meet the following requirements:
Verify that exhaust emission and conditioning diagnostic systems are working properly
Verify that training concerning special procedures to be followed for fighting fires involving diesel equipment and fuel has been provided to all underground employees
Verify that diesel equipment operators follow specified equipment maintenance and examination procedures at required intervals
