Mine Rescue Subcommittee Charter

The previous Mine Rescue Subcommittee identified a number of concerns and issues that need to be addressed. The new Subcommittee will focus on two of these concerns. The two concern are as follows:

1. What mine rescue equipment is currently available in Pennsylvania, where is it located, and is it sufficient for mine rescue requirements.

This task will be accomplished by contacting ALL mine rescue teams in Pennsylvania. The information will be compiled and prepared in a report that will be delivered to the Advisory Board.

2. The issue of liability and payment for the use of Mine Rescue Teams that are deployed at other’s mines (including the use of the State Mine Rescue Team) will be studied and recommendations will be prepared.

This task will be accomplished by studying the approach used in other states and other countries and recommendations will be developed for consideration by the Advisory Board.

The Subcommittee will not address the issue of mine recovery, but will only focus on mine rescue.

The Subcommittee will be composed of members that represent labor, industry, academia and state/local governments. The Subcommittee will complete the tasks and deliver the report to the Advisory Board by September 30, 1998.
