Succesfully apply Federal Consistency provisions of the Coastal Zone Management Act to the CRM program.

Emphasize the CNPP management measures with particular attention to stormwater management in the Delaware Estuary Coastal Zone.

Increase support for the 7 County Conservation Districts and the Philadelphia Water Department that operate within Pennsylvania's Coastal Zones.
