These guidelines are provided
to applicants for developing project proposals that may be funded for
the year 2012-2014 Coastal Resources Management (CRM) Coastal Non-point
Pollution Program (CNPP) funding cycle. The following types of projects
are eligible:

Projects located within the boundaries
of Pennsylvania's Coastal Non-point Program management area, which
includes watersheds of all streams flowing into Pennsylvania's coastal
waters within Pennsylvania (tidal Delaware River tributaries, except
for the Christiana basin, and Lake Erie tributaries, except for
Conneaut Creek).

Projects that implement the management
measures specified by EPA and NOAA to prevent or reduce non-point
source pollution to Pennsylvania's coastal waters and streams within
the CNPP management area.

Projects that improve management of
onsite disposal systems (septic systems) by ensuring proper design,
installation and maintenance of the systems to better protect water
quality and public health.

Projects that encourage use of non-point
source pollution prevention and control methods in recreational
marinas and by recreational boaters.

Projects that develop and support
adoption of model codes/ordinances and local water quality programs
or that educate local government officials regarding adoption and
implementation of coastal non-point management measures.

Projects that develop and conduct
outreach, specifically about the management measures, which are
targeted at specific groups that implement or are affected by the
measures.

Projects that accomplish elements
of the CNPP 5-year plan/15-year implementation strategy that NOAA
and EPA have required Pennsylvania to develop.
Projects will be rated and ranked for funding based on the following
guidelines:

Extent to which projects implement
specific coastal non-point pollution management measures or educate
broad audiences about the measures and related issues. Preference
will be given to qualified projects that:

Extent to which projects build upon
or support previous or ongoing watershed-based activities, including
watershed management plans, to further watershed management goals.

Qualifications and experience of applicants
with similar projects.
-
Quality of grant management and administration
previously displayed by the applicant
