| In late December
of 2000, Congress passed a new appropriation of $30,000,000 for matching
grants to be awarded competitively to state and local governments to undertake
coastal and water quality restoration projects in the Great Lakes region.
Pennsylvania received $1,846,000 to be matched with the nonfederal grant
share of at least $615,333 (25%). Allowable uses for funding include contaminated
site cleanup, stormwater controls, wetland restoration, acquisition of greenways
and buffers, and other projects designed to control polluted runoff and
protect and restore coastal resources. At present, this fund is provided
only as a one-time appropriation. Eight
project were selected and approved by NOAA. These projects, currently
underway are to be completed by September 30, 2004.

would be used to acquire approximately 27 acres of lakefront property
at the mouth of Twentymile Creek. Early in the programs existence,
CZM identified this property as a priority for land acquisition. By
acquiring this property, the Township would be able to preserve some
of the last coastal habitat and open space available for protection
in the eastern coastal zone, and provide for public access and recreational
activities. This property is one of the few available locations for
public access to Lake Erie in Pennsylvania that is not obstructed
by high bluffs and offers more than 800 feet of beach frontage. |

Funds would be used to create a detailed plan for the restoration
of Cascade Creek wetlands. Restoration efforts would focus on invasive
plant species removal and installation of native plants, following
a 1998 assessment of the area that concluded that invasive plant species

be used to conduct an initial field survey of the wetlands, to remove
exotic plants and add native plants, and to produce a monitoring program
for the site. |

This project would rehabilitate the Fourmile Creek streambank and
channel by removing concrete debris, reduce non point sediment pollution
in Fourmile Creek, preserve property in a public park, and enhance
public access to the stream and use of the park. The Great Lakes Restoration
Grant funds would be used to construct a 150-foot extension to an
existing retaining wall, in conjunction with other appropriate bank
stabilization techniques. |

Funds would be used to acquire up to 47 acres of a planned greenway
adjacent to Presque Isle State Park property, Millcreek Townships
Scott Park, and the planned Presque Isle Center. A major component
of the greenway will be a multi-purpose trail that will allow visitors
to access a number of attractions within the vicinity of the Presque
Isle Center. The greenway will preserve delicate natural resources;
provide habitat for wildlife; protect the Scott Run stream corridor
and Presque Isle Bay; restore and revegetate coastal open space; establish
a hub for tourism, research, and recreation; establish a biofiltration
stormwater management system that will handle all non-point source
pollutants of surrounding lands; and establish continuous trails for
recreational use and alternative access to Presque Isle State Park

| Project Description:
would be used to reclaim an area of contaminated sediments at the
ACOE Confined Disposal Facility at the entrance to Presque Isle Bay,
adjacent to Lampe Marina, to create a future recreational area and
prevent leaching and contamination of Presque Isle Bay and Lake Erie.
The site has been used by the ACOE to accept contaminated sediments
dredged from the inner harbor of Presque Isle Bay that cannot be placed
in open lake disposal. In Phase I, the site will be filled and graded,
and a drainage system will be created, water and electric lines will
be installed, and top soil will be added to the site to accommodate
Phase II landscaping. The Port Authority ultimately plans to develop
the site into open space, a 54 space campground, and a public picnic
area. |
