Great Lakes Coastal Restoration Grants
In late December of 2000, Congress passed a new appropriation of $30,000,000 for matching grants to be awarded competitively to state and local governments to undertake coastal and water quality restoration projects in the Great Lakes region. Pennsylvania received $1,846,000 to be matched with the nonfederal grant share of at least $615,333 (25%). Allowable uses for funding include contaminated site cleanup, stormwater controls, wetland restoration, acquisition of greenways and buffers, and other projects designed to control polluted runoff and protect and restore coastal resources. At present, this fund is provided only as a one-time appropriation.

Eight project were selected and approved by NOAA. These projects, currently underway are to be completed by September 30, 2004.

Project Title
Federal Funds Local Match Total Cost
1 2001-RG.01
North East Township Greenway Acquisition
$322,375
$323,875 $646,250
Project Description: Funds would be used to acquire approximately 27 acres of lakefront property at the mouth of Twentymile Creek. Early in the program’s existence, CZM identified this property as a priority for land acquisition. By acquiring this property, the Township would be able to preserve some of the last coastal habitat and open space available for protection in the eastern coastal zone, and provide for public access and recreational activities. This property is one of the few available locations for public access to Lake Erie in Pennsylvania that is not obstructed by high bluffs and offers more than 800 feet of beach frontage.
2 2001-RG.02
Reed Estate Greenway Acquisition
$187,500 $62,500
$250,000
Project Description: Funds would be used to acquire approximately 8.2 acres of lakefront land to preserve coastal habitat and provide open space. In addition, the property would be used for public access and recreational purposes. The parcel is located east of Erie at Shorewood Drive and Twelvemile Creek.
3 2001-RG.03
Headwaters Park Wetland Acq.
$37,750 $12,950 $50,700
Project Description: Funds would be used to acquire a 32 acre parcel of land immediately adjacent to Headwaters Conservation Park. This tract of land would be owned and managed by the Erie County Conservation District for wetland preservation, non point source pollution control from an Interstate 90 interchange, and educational workshop purposes. The ECCD would use the site to showcase various best management practices and wetland issues, including preservation and education about wetland areas.
4 2001-RG.04
Mission Fish Raceway
$15,000 $5,000
$20,000
Project Description: Funds would be used to construct a concrete fish raceway (6 ft. X 200 ft.) on Godfry Run in Girard Township to raise fish for improving coastal fisheries. The site would also provide public access and educational opportunities through school field trips.
5 2001-RG.05
Cascade Cr. Wetlands Restor/Invas. Spec. Removal
$29,375 $25,000 $54,375
Project Description: Funds would be used to create a detailed plan for the restoration of Cascade Creek wetlands. Restoration efforts would focus on invasive plant species removal and installation of native plants, following a 1998 assessment of the area that concluded that invasive plant species are interfering with the proper function of the wetlands. Funds would be used to conduct an initial field survey of the wetlands, to remove exotic plants and add native plants, and to produce a monitoring program for the site.
6 2001-RG.06
Four Mile Cr. Stream Erosion Control Enhancements
$54,000 $18,000 $72,000
Project Description: This project would rehabilitate the Fourmile Creek streambank and channel by removing concrete debris, reduce non point sediment pollution in Fourmile Creek, preserve property in a public park, and enhance public access to the stream and use of the park. The Great Lakes Restoration Grant funds would be used to construct a 150-foot extension to an existing retaining wall, in conjunction with other appropriate bank stabilization techniques.
7 2001-RG.07
Presque Isle Greenway Acquisition
$1,000,000 $1,000,000
$2,000,000
Project Description: Funds would be used to acquire up to 47 acres of a planned greenway adjacent to Presque Isle State Park property, Millcreek Township’s Scott Park, and the planned Presque Isle Center. A major component of the greenway will be a multi-purpose trail that will allow visitors to access a number of attractions within the vicinity of the Presque Isle Center. The greenway will preserve delicate natural resources; provide habitat for wildlife; protect the Scott Run stream corridor and Presque Isle Bay; restore and revegetate coastal open space; establish a hub for tourism, research, and recreation; establish a biofiltration stormwater management system that will handle all non-point source pollutants of surrounding lands; and establish continuous trails for recreational use and alternative access to Presque Isle State Park
8 2001-RG.08
CDF Reclamation, Phase I
$200,000 $135,000 $335,000
Project Description: would be used to reclaim an area of contaminated sediments at the ACOE Confined Disposal Facility at the entrance to Presque Isle Bay, adjacent to Lampe Marina, to create a future recreational area and prevent leaching and contamination of Presque Isle Bay and Lake Erie. The site has been used by the ACOE to accept contaminated sediments dredged from the inner harbor of Presque Isle Bay that cannot be placed in open lake disposal. In Phase I, the site will be filled and graded, and a drainage system will be created, water and electric lines will be installed, and top soil will be added to the site to accommodate Phase II landscaping. The Port Authority ultimately plans to develop the site into open space, a 54 space campground, and a public picnic area.
