Technical Advisory Committee on Diesel-Powered Equipment

The first meeting of the Technical Advisory Committee on Diesel-Powered Equipment (TAC) was held on July 8 at the Fayette County Health Center in Uniontown.

Draft Bylaws:

The Advisory Committee had drafted a set of bylaws which were submitted to Deep Mine Safety for review. Comments were received from the Department legal counsel. These comments and several others were incorporated into the bylaws. The Advisory Committee voted unanimously to adopt these bylaws with the changes discussed.

Comments on Diesel Workshop Pilot Program:

The TAC members also provided a number of comments concerning the June 16 and 17 diesel workshop conducted by Deep Mine Safety and The Pennsylvania State University. The members indicated that the workshop was worthwhile and offered suggestions for improvement.

There was a general discussion of several areas within Act 182 which need some clarification; these are ventilation requirements for multiple diesel equipment in a split of air and testing of emissions control systems.

New Business:

The Committee agreed to make a visit to the MSHA Approvals and Certification Center to seek clarification on how ventilation plate rates are calculated. A trip to the facility is being arranged.

The Committee agreed to hold meetings the third Wednesday in January, April, July, and October. The next meeting is scheduled for October 22 at 9 a.m. in Uniontown.

With no further business to discuss, the meeting adjourned at 11:45 a.m.
