The Board requested that mushroom producers be present at this meeting to give their comments and concerns regarding the draft manual. Michael Pia and Jack Arrell were contacted and agreed to attend the meeting.
Review/Comment on the Draft Mushroom Composting Manual
Copies of the draft manual entitled "Best Practices for Environmental Protection in the Mushroom Farm Community" were distributed to members at the Board's December 18 meeting. Steve Socash, Bureau of Land Recycling and Waste Management, provided an overview of the Manual. members were requested to review the manual and be prepared to discuss it and provide comments at the February meeting. Steve Socash will be present to answer any questions the members may have. The Board will consider any comments made by the mushroom producers regarding the Manual.

Proposed Wellhead Protection Program
Joe Lee, Bureau of Water Supply Management, will inform the Board of the Department's proposed Wellhead Protection Program. Members will be asked to comment on this proposed program.
Proposed Underground Bituminous Mining Regulations
This topic was put on the agenda at the request of the Office of Policy. Harold Miller, Bureau of Mining and Reclamation, will cover these proposed regulations and answer any questions.
Proposed Fuels (Gasoline) Regulations for Southwest PA
I was contacted by Terry Black, Bureau of Air Quality, to get
this item on the Board's agenda. Terry will provide an overview
of the proposed regulation and will seek comments from the Board.
Board Response to Department of Corrections Letter
This is a follow-up item from the December meeting. At that meeting the Board approved the sending of a letter to Department of Corrections Commissioner Martin Horn, regarding the Board's proposal that inmates be used to clean up trash that is discarded into farm fields adjacent to roadways. A letter from Commissioner Horn was sent to Secretary Seif on January 2, 1997. Commissioner Horn explained some of the problems that the Department of Corrections had with this proposal and asked how strongly the Board wished to pursue it. The Board will discuss this issue and decide what actions they would like to take.
Nutrient Management Regulation Update
Karl Brown, State Conservation Commission, will update the Board
on the development of the Nutrient Management Regulations, the
status of the delegation agreements with conservation districts,
and the funding proposals.
