Dear Secretary Seif:

The memebers of the Agricultural Advisory Board would like to
offer a recommendation regarding the producer member appointments to
the Agricultural Advisory Board. The Advisory Board feels that the
Board member appointments should be staggered so that the appointed
member terms do not expire at the same time. We are not sure if you
have the authority to establish staggered terms for the appointed Board
members. We are aware that the producer member terms expire on October
6, 1996, and felt that this would be a good time to make this change.
