The Vapor Intrusion Subcommittee held a conference call on Tuesday February 11, 2003 at 10:00 a.m. The following were present for the call:

Annette Guiseppi-Elie and Bruce Fishman added corrections to the previous meeting minutes concerning VOCs. Corrections will be noted and the revised December 2002 minutes will be sent out.

• The new source definition, provided by Sam Fang, will be incorporated into the guidance. Randy Roush will incorporate.

Bruce Fishman and Chuck Campbell completed the preliminary J-E modeling of the top SVOC’s. It appears that Naphthalene and possibly Diethylphthalate could be an issue in groundwater or soils.

• Bruce and Chuck will compare modeling parameters and will do a quality control check on those inputs so that consistency is applied. These compound(s) may be included in the Tables of the guidance.

Annette ran the commercial/industrial scenario on the top SVOC’s with the exception of Pentachlorophenol. She indicated that these do not appear to be an indoor issue from a commercial/industrial standpoint.

• Annette will summarize and provide those SVOC’s under the above scenario and will also run pentachlorophenol.

Bruce provided language for the application of guidance to the site-specific standard. Annette suggested some clarification language that would be incorporated in the draft guidance.

The subcommittee’s response to Cullen Flander’s comments are addressed under the application of the guidance to the site-specific standard (cumulative risks) that was provided by Bruce.

• Corrections will be made to Figure 2 in the document so that the text is consistent with the matrix. Randy will correct the flowchart.

It was discussed by the members that we should review and possibly comment on the Draft EPA Vapor Guidance. Comments could be formalized on items that are notably different compared to our draft guidance.

Tom Fidler indicated that we should table the additional 104 volatile compounds with MSCs at this point. Futher discussion is needed.

It was discussed, based on a comment, that if a remediator meets the 75/10X Rule for attainment and that no more than 25% of the soil samples exceed the standard, therefore, there is no need to evaluate the vapor pathway. The subcommittee agreed that the 75/10X Rule attainment does not apply to characterization data and that the act of characterization in itself defines the volume. The vapor guidance is a screening process and is a “non-exceedence” process that is applied to site characterization data.

Language will be provided in the vapor document to clarify that point.

It was suggested that the next conference call, if necessary, be scheduled for mid-March 2003. Members will be polled as to possible dates.
