Narrative
The subject property is located
on the Harrisburg East, Pennsylvania USGS 7.5 minute topographic
quadrangle at N 50o 23' 30.901"
latitude and W 99o 14' 5.03"
longitude. A copy of a portion of the USGS quadrangle map
identifying the location of the subject property is included as
Attachment 1. The subject property is currently used as an
automobile service station. A copy of the site plan map is
included as Attachment 2. The site was limited to the area east
of the existing building on the subject property which contained
four former gasoline underground storage tanks (USTs). In October
of 1998, a subsurface soil investigation indicated the presence
of contaminated soil in the vicinity of formerly closed in-place
gasoline USTs. On June 1, 1999, AAA Environmental Consulting,
Inc. completed a geophysical investigation which identified four
USTs under the former dispenser island located at the eastern
portion of the subject property along Market Street. In August,
1999, four (4) empty USTs and associated contaminated soil were
excavated and removed from the ground on the subject property.
During the UST removal activities, AAA Environmental Consulting,
Inc. observed orange-brown micaceous silts with varying amounts
of fine sand overlying bedrock. The depth to bedrock ranged from
9 feet below ground surface (bgs) to 11 feet bgs. Groundwater was
not encountered within the unconsolidated deposits overlying the
bedrock. After removal of the USTs and associated contaminated
soil, AAA Environmental Consulting, Inc. collected ten (10)
post-excavation soil samples. A post-excavation soil sample
location map is included as Attachment 3. The post-excavation
soil laboratory analytical results were reported to be either not
detected (ND) above laboratory reported detection limits or less
than the applicable Statewide Health standard Medium-Specific
Concentrations (MSCs) with the exception of benzene and toluene
which were above the MSCs in the post-excavation soil sample
denoted as PX-2 (see Attachment 4). On October 2, 1999, based on
the laboratory analytical results for the post-excavation soil
sample denoted as PX-2, AAA Environmental Consulting, Inc.
returned to the subject property to further excavate the
contaminated soil in the immediate vicinity of the
post-excavation soil sample denoted as PX-2. AAA Environmental
Consulting, Inc. removed 15.0 tons of contaminated soil. After
completion of the contaminated soil excavation activities, AAA
Environmental Consulting, Inc. collected eight (8) soil samples
based on a systematic random sampling procedure from the base and
sidewalls of the excavation pit to demonstrate attainment of the
Statewide Health standard MSCs. The attainment sampling location
map is provided in Attachment 5. All soil attainment laboratory
analytical results were reported to be less than the applicable
MSCs (Attachment 6).
