PAD-999-999-999

Provide a general description of the site contamination in plain language (e.g. fuel oil spill, historical chemical industrial area contamination), the names of any known primary contaminants to be addressed, and the intended future use of the property:

The subject property is located on the Jackson City, Pennsylvania USGS 7.5 minute topographic quadrangle at N 50o 23' 30.901" latitude and W 99o 14' 5.03" longitude. A copy of a portion of the USGS quadrangle map identifying the location of the subject property is included as Attachment 1. The subject property is currently used as an automobile service station. A copy of the site plan map is included as Attachment 2. In October of 1998, a subsurface soil investigation indicated the presence of contaminated soil in the vicinity of formerly closed in-place tanks. On June 1, 1999, AAA Environmental Consulting, Inc. completed a geophysical investigation which identified two tanks located at the eastern portion of the subject property along Market Street. In August, 2001, two empty tanks and associated contaminated soil were excavated and removed from the ground on the subject property. During the tank removal activities, AAA Environmental Consulting, Inc. observed orange-brown micaceous silts with varying amounts of fine sand overlying bedrock. The depth to bedrock ranged from 9 feet below ground surface (bgs) to 11 feet bgs. Groundwater was encountered within the unconsolidated deposits overlying the bedrock. A remedial investigation regarding the  groundwater contamination is being undertaken. Due to the historical use of the property, the primary contaminants to be addressed are associated with waste oil, diesel fuel, and gasoline. The future use of the property is commercial.

Provide a general description of proposed remediation measures:

Excavation of contaminated soil and potential pump and treat of contaminated groundwater.

Will remediation be to a site-specific standard or as a special industrial area ? If so, the municipality or municipalities must be provided 30-day comment period.
